Measurement rules and report format
Token difference is a reported comparison, not automatically a cash saving. Compare the same provider/model/tokenizer and equivalent accepted work; include actual discounted rates. Baseline costs, running costs, additional integration and additional fallback must not overlap. Duplicate operation IDs are rejected. A report with unmatched quality, zero completed work, a non-positive saving or a fee above its proposed cap cannot produce a fee estimate.
Imported reports are unverified. Evidence references and digests bind a draft; they do not prove that the underlying claims are correct.
